This paper outlines the design and implementation of the PCLAgenda. PCLAgenda is a process centered software engineering environment provided by SCOP system. Its functionality includes defining the software development process, guiding, controlling and automating the steps of software development, and supporting the cooperative work among individuals and teams. The kernel of PCLAgenda is the activity centered process model based on SCOP software development methodology.
